Campbell Can't Force City to Sell Hogan's Alley

Another day another twisted drama in OMB land.

Yesterday PDVC's lawyer asked Chair Campbell to set guidelines for the sale of Hogan's Alley to PDVC, but Chair Campbell can't force the City to sell the little strip of land.

I guess the worry has something to do with the City not wanting to sell this land, since they don't like the whole tower concept and it runs smack dab right through the center of the proposal.

Why, if the City doesn't want the tower at all, would they take extra time to refuse to sell Hogan's alley. Wouldn't the City just say no, right off the bat.

Should the City, say no (and I would hope to heaven they would) wouldn't that send them back to the drawing board. They make it sound like they could just roll out plan "B", but has that plan ever been OK'ed by anyone? Wouldn't they have to start the process all over with their "new" proposal?

This is my mind being inquiring.
