Well, it doesn;t take but a minute (maybe less) to see where the problem lies. somehow, somebody, sometime must produce a document that will satisfy P_______i and S_______o. That should be easy.
Write up pretty much anything you like, and include a big ugly tower in the middle of it, and they will go along.
Why do these people get so much attention from the press? If they could only direct this power to doing good...............................
What's ironic is that Fishman's "must be above reproach" theme echoes Shakespeare's Julius Caesar "The wife of Caesar must be above suspicion." That's the guy who was assassinated because he wanted to turn the Roman republic into an empire - with himself as emperor. Suspected of NOT being “above reproach” resulted in millions of innocent civilians being murdered in Nazi Germany, Stalinist Russia – I won’t even get into Pol Pot, and the modern period.
I can’t imagine anyone those clowns WOULDN”T reproach, except certain developers. How very totalitarian of you, Fishman.

Above reproach might mean something like one has never been caught defacing the city's signage.
The admonishment to "Judge not, lest thee be judged" comes to mind.
